Trust - but verify!

In Germany the responsibility for building safety and maintenance is clearly regulated by law. According to the German Civil Code (BGB), this is the responsibility of the owner, who is ultimately obliged to neutralise sources of danger or risk.

Anyone creating, sustaining or controlling a potential source of danger or risk to humans or exposing or circulating dangerous objects to the general public is required to neutralise these risks or dangers.

It is not expected that the sources of danger or risk should be secured against all possible accidents or harm but all precautions against foreseeable danger or risk that can arise through proper use must taken. This includes regular maintenance and involves enormous effort, quite apart from any unexpected costs.
